    Suncheon was the center region of the eastern Jeollanam-do. However, in the early colonial modernization Suncheon has lost the traditional centrality. Japanese emigrated to Yeosu that was a small fishing village. They have built modem facilities in Yeosu Because of this, in early colonial modernization Yeosu became the economic center region of the eastern Jeollanam-do.
    Suncheon residents have responded through the laying of railway and establishment of higher education schools. Eventually, in the 1930s Suncheon was the central region of the education and transportation. In this process, the Japanese people living in Suncheon area increased.
    If so, the increase of Japanese and modernization process of Suncheon area would have any connection? The purpose of this study will be discussed this problem in terms of formation of local community in the colony. Through research, the following facts could be confirmed.
    First, the ‘Japanese local residents’ are beginning to emerge in the 1920s, the main image of local community was the conflict based on the national consciousness. The economic and cultural gap in local community was recognized not the hierarchical problem but the national problem. The modern changes that occurred in the 1920s was accompanied by conflicts in the national consciousness.
    Second, the modern changes of the 1930s was conducted in the direction to strengthen the sense of local residents. For the laying of railway and establishment of higher education schools, local residents were also competing with other local residents. In this process, local community has been strengthened the sense of local residents rather than the sense of national consciousness
    In the colonial community, local community that was completely shelled national consciousness can not exist. However, during rapid changes of modernization, local community was shaped by the sense of local residents rather than the sense of national consciousness.
