This research conducts value chain analysis on Korean firms to derive policy issues and suggestions for industrial policy in the Next Normal era. To this end, we incorporate Downstreamness measure provided by Antràs & Chor(2013) to classify production stages by industry and analyze the value chain structure of the Korean economy, manufacturing, and subindustries. Empirical analysis results show that the value chain structure of the entire Korean economy exhibits a smile curve in general. However, the form and length of the value chain differ across subindustries in the manufacturing industry. Regarding value-added dynamics, strategies to enhance value-added could promote industry growth but could reduce the number of employees. Based on the comprehensive empirical analysis, this study suggests that (i) one of the industrial policy goals should explicitly consider job creation, (ii) innovation ecosystems for firms are needed to supplement industry-specific policies and to support innovation activities, and (iii) policymakers should consider sophisticated strategies considering the industrial characteristics for the value chains upgrading.
