    Public projects are implemented to enhance efficient resource allocation by creating more social benefits than social costs. Social allocation of costs and benefits, however, should fit with equity principle. This paper estimates social benefits that different groups are expected to get from Cheonggyechon restoration projects. Seoul citizens are grouped by income, job, residing place, household size, and residential longevity. According to the research, people who are low-income, salaried, living in outer ring in Seoul, or living longer in Seoul, showed higher willingness to pay, which means those people feel greater benefits from Cheonggyechon restoration projects. These results imply that environmental benefits from Cheonggyechon restoration projects are allocated in accordance with equity principles among diverse socio-economic groups. Because the allocation of social costs requires different methods, this research focuses only on the allocation of social benefits.
