This study examines some theoretical aspects of citizens’ mobility through public choice. In an e-government environment, the purpose of this study is to re-examine the relationship between a citizen’s mobility and a competitive local government model where previous studies shed lights only on informed shoppers (citizens) for mobility, and to suggest a revised conceptual model of the competitive local market for public goods. Employing Hirshman’s (1976) “exit and voice” model and a relative deprivation theory, this study explores the possibility of the increased role of average citizens and how e-government contributes to increasing the efficiency and the responsiveness of local governments in a competitive market. Based on the theoretical discussions, this study also some research areas and directions for empirical studies in the field of public choice and citizens’ mobility.
