This study is to forecast and analyze the local changes caused by opening FINA World Aquatics Championship 2019. The following is the results:
First, the local residents believe that there will be positive changes in various aspects such as “positive reputation”, “economic ripple effects”, “development in aquatic sports”, and etc., followed by the FINA World Aquatics Championships 2019. On the other hand, while Korea is opening various international sports events, some other local residents still have some concerns due to the “budget difficulties” and “negative reputation” about the FINA World Aquatics Championships 2019.
Second, we have analyzed the necessities and problems in terms of opening FINA World Aquatics Championships 2019. For necessities, “the harmony of local residents thorough consistent interest and awareness reinforcement”, “enhanced local brand through advertisement”, and “demonstration of the competence by making the event successful” are selected. On the other hand, “budget”, “facilities and environments”, and “infrastructure” are found to be the problems. For budget problems, the main concerns are budget compilation and execution. For facilities and environmental problems, the main concern was about the fundamentals and details for the event such as the completion of complex, infrastructure for human resource, transportation for athletes, accommodations and food issues, and other factors. Lastly, infrastructure problems are found to be the lack of self-participation of the local residents and the lack of concise strategic suggestions for the facilities after the event is over.
Third, the first things to concern about in terms of running FINA World Aquatics Championships 2019 are mainly “budget security”, “prior marketing”, “facilities”, and “cooperation from other related organizations”. First, in order to secure the budget, it seems like the budget plan should be done by preparing detailed operational plan and bringing local private capitals. Also, for local image promotion, it requires smooth cooperation with the government in terms of budget security. As a prior marketing method, it should focus on improving the positive awareness of the event and encouraging active participation for all citizens. Then, as a post-marketing method, it if figured out that more aggressive prior-advertisement about the strategic investment and direct/indirect effect from the event are very important. For facility construction, social infrastructures and related programs must be developed with perfect athletic and additional facilities prepared. In addition to that, it is also important to make sure that local residents are given the priorities to utilize facilities. For the last, for the efforts from related organizations, it was found out that Korea Swimming Federation has to strive to restore trust from the public by executing transparent administration.
Fourth, let’s take a look at the analysis of positive and negative effects in local communities followed by the FINA World Aquatics Championships 2019. In positive perspective, it is expected that local resident would raise positive awareness for sports and the local community would become the city of aquatic sports. This means that it can boost the local economy by holding various aquatic sports events. As well, another expectation is on the better competitiveness as a tourists’ site and improved cultural privileges through enhanced local awareness. However, there are come growing concerns too. People concern that there might be a loss of reputation, deprived returns relative to the investment, financial problems in local government, even or the debt caused by overall deficits.
