This paper examines Nigeria’s 20-year old democratic process, with particular focus on the roles of CSOs in ensuring compliance with basic requirements such as openness, accountability, rule of law and electoral integrity. The 1999 commencement of the country’s Fourth Republic is a major point of reference, while some CSOs are selected for study in view of their prominence and relevance. The paper combines data from secondary documentary sources with responses from key informant interviews (KII). This is complimented by analysis of selected reports from domestic and foreign election observers. Using the social capital theory as a pivot, the paper adopts the interpretive method for its framework of analysis.
