There are dramatic differences of population densities in Indonesia. More than seven hundreds people per square kilometer on Java and Bali islands compared with less than thirty people per square kilometer on the outer islands. Rural poverty on these two island is the major problem. Because of this the government of Indonesia has made efforts to relocate people from the densely populated islands of Java and Bali to more sparsely populated areas on the outer islands. The concentration of the population and its effect, the composition, origin and activities of the settlers in the Roraya resettlement project are all investigated as important components of the development analysis. A statistical analysis of the development on agricultural activities among the settlers is presented which leads to the conclusion that the differences between migrants` background of life determines the desire of the individual settler to cultivate their own land. In conclusion, the effective way to relocate people and forecasts of future prospects of the Roraya unit and some suggestions to develop this project are given.
