Feasibility analysis and site planning based on project's values and residents' needs are necessary procedure for viable plan concept and housing development. Moreover, the site evaluation needs to be prepared concurrently with the value analysis to determine the realistic development and the best design solution. Previous research identified many influential environmental potentials regarding the planning and siting of apartment housing. The purpose of this study was to analyze major design factors to provide the viable siting of building blocks in high-rise apartment housing in a way to promote their physical potentials. The research explored the specific details about the values among statistically significant planning factors for their maximum values. The findings indicated that the best siting condition had 16% value competence over the opposite. The study also found that there were value priorities about each planning factor in the order of floor level, orientation, noise, and open view. Moreover, the research suggested that there should be diverse examination of the pros and cons between value oriented siting and design oriented approach in the site planning process.
