    The Short Message service Center (SMC) that provides the short message services to short message entities in CDMA digital cellular network has been prototyped. In this paper, we will discuss about the design and implementation of SMC agent system (SAGT). It is a managed system that employs the concept of TMN. To allow SAGT to communicate with manager, a management information protocol is necessary. The management information is exchanged across the Q3 interface between manager and SAGT using common management information protocol over TCP/IP. And, the communication between SAGT and the extensible agent which has the primitive operations on the real devices is made through TCP/IP socket.
