    This paper deals with Service Access State Model(SASM) for IMT-2000. Service of IMT-2000 is divided into three category. They are call related service, call unrelated service and terminal access related service. The call unrelated service is a service that isn't related with a call set-up procedure directly. Examples of call unrelated service are location registration, service profile interrogation/update, user identities management and authentication. There are several state models in IMT-2000 for each service category. SASM is one of the state models which is a template of controlling call unrelated service. In this paper, we design the SASM. We make a model to meet requirements of call unrelated services. We can show execution diagrams of the state model for the case of service scenarios with information flow.
