    In this paper, we describe the two-layer codec based on MPEG-2 and its layering algorithm, where we exploit the property that the human visual system is more sensitive to low frequency coefficients in the DCT domain than high frequency coefficients in the DCT domain. And we describe the characteristics the traffic for the two-layer codec and make the mathematical model using the discrete state Markov chain. In this model, the number of states is 8. Using the histogram, it is shown that this kind of model is sufficiently accurate.
