The one of most important goal of IMT-2000 is global roaming. There are two user authentication schemes in ITU-T IMT-2000 draft recommendation. First one is unique challenge scheme and the other is global challenge scheme. These two schemes seem to be adopted in parallel rather than merged by ITU-T. Thus, IMT-2000 user can roam into a new visited network that provides different authentication scheme from his/her home network. In that case, IMT-2000 service provider or network operator for visited network may need to accommodate the different authentication schemes to provide transparent user authentication services. In this paper, requirements of functional entities for accommodating different user authentication schemes are proposed. In order to simplify requirements, functionality of ACF and ADF in each authentication scheme are unified in advance. The brief description of FEAs(Functional Entity Actions) is as follows: If ADFv receives AUTHINFORETRIEVAL req.ind. from ACFv, ADFv retrieves authentication information with user identity. If user authentication information is available in visited network, ADFv retrieves a pair of random challenge and authentication response and sends AUTHINFORETRIEVAL resp.conf. ACFv. Otherwise, ADFv sends AUTHINFORETRIEVAL req.ind. to ADFh. If ADFh receives AUTHINFORETRIEVAL req.ind. from ADFv, ADFh retrieves or generates(performs authentication calculation) a set of random challenges and authentication responses and sends AUTHINFORETRIEVAL resp.conf. to ADFv. If ACFv receives AUTHINFORETRIEVAL resp.conf. from ADFv, ACFv stores authentication response and sends AUTHENTICATION-CHALLENGE req.ind. to SACF/TACF. If ACFv receives AUTHENTICATIONCHALLENGE resp. conf. from SACF/TACF, ACFv compares the authentication response received from mobile terminal with the stored response.
