Korea's ports were opened to foreign trade under port treaties of recent times. With the visit of treaty ports by foreign commercial lines, foreigners began to live and matters arose involving them that had to be taken care of by the administration. To handle such matters, the Kamniso or Port Authority, came into being.
Beginning with the port of Pusan 釜山, Wonsan 元山 and Inch'on 仁川 were opened to foreign trade in Korea in that order. They were followed with some intervals by such ports as Kyong-hong 慶與, Hoenyong 會寧, Chinnampo 鎭南浦, Mokpo 木浦, Kunsan 群山, Changwon 昌原, Songjin 城津, Pyongyang 平壤, Yongam 龍岩, and uiju 義州. The Port Authority was established at all of those treaty ports. Besides there were a number of cities and markets open to foreign trade, particularly for land trade with Ch'ing China and Russia, which did not have the Port Authority.
The Port Authority was first set up in 1883 and closed on May 1, 1895. Half a year later, the Port Administration Office, smaller in scale than the Port Authority, was established at open ports to take charge of similar functions. As a need arose to quickly dispose of matters involving foreign residents, however, the Port Authority was restored in August, 1896 with the Port Administration Office abolished.
The restored Port Authority was much larger in scale and handled much more workload than its former one. This indicates that business affairs involving foreign residents increased sharply.
The Port Authority was deprived of its functions completely in 1905 as Korea's
diplomatic power was usurped by Japan under the Japan-Korea Protectorate Treaty concluded that year.
Japan established the Governor General's Office in Seoul and Director Office in
provinces to exercise authorities similar to those of Korean central and local
administratinve organizations. Consequently, foreign missions evacuated from Korea.
While the Port Authority was in operation, powers of the Port Administrator, called Kamni 監理, expanded in proportion to the expansion of its functions and scale. Courts and police stations at open ports were placed under the control of the Port Administrator. Although the Port Authority was Placed under the Provincial Magistrate in terms of administrative hierarchy, the former enjoyed identical status with the latter as far as matters concerning foreigners in open ports were concerned. The Port Administrator thus was the almighty being in treaty ports.
