This paper examines the concept of human rights and democracy in Malaysia in Islamic perspective. It deals with the characteristics and meaning of human rights and democracy in Malaysia compared with the Western concept of human rights and democracy. It is emphasized on the concept of human rights and democracy in Malaysia from Malay Muslims' point of view. In order to understand the concept of human rights and democracy in Malaysia properly, It is necessary to consider the difference between the Western concept of human rights or democracy and the Islamic concept of human rights or democracy.
In this paper, I focus on the theme of human rights, democracy and Islam in Malaysia from Malaysians' point of view. For most of Malays in Malaysia, Islam is regarded as a way of life. As Muslims who worship the Islamic beliefs and practices, they insist that human rights and democracy should be based on the Islamic ethos and values. The Malaysian government utilizes this Islamic principles and norms to guide and lead the Malays and the other ethnic groups in Malaysia. Especially, on the human rights front, the government has taken the initiative that eventually led to the formation of SUHAKAM(Malaysian Human Rights Commission).
The move, which is interpreted as an attempt on the part of the Malaysian government to respond to both national and international pressures on the safeguarding of human rights and democracy in the country, resonates well with Malaysians in general and with those who have over the years been championing democracy and human rights in Malaysia in particular.
The NGOs like SUHAKAM recommend that the government review a number of repressive laws including the ISA(Internal Security Act) that are deemed as curtailing human rights in extraordinary way. They demand more efforts to develop the level of human rights and democracy in contemporary Malaysia in perspective of Islamic values and norms. This stand on and commitment to safeguarding human rights and democracy will certainly heighten the Malayslans' awareness about human rights and democracy, and serve as an important contribution to the process of Islamization through the spread of Islamic ethos and values.
