The harbour's master-plan, stand by its whole hinterland and uphold the macroexamination viewpoint ,has been grown up from south to north in China recent years. As a result, it was born in the new age for reformation and opening. It links the government's policy of economic development with the harbour's layout plan and construction ,and its functions are to carry out the former and to guide the latter. this is advantageous to develop a harbour ,especially to a major seaport.
The article studies and discusses the matters into four separate theses as follows, its characteristics ,its examine angles ,its principles (economic strategy), its gist and ultimane objective.
As such master-plan, it possesses six characteristic properties obviously-Its characters or functions are of synthetical, overall, clustered, democratic, progressive and conductive.
It has to regard seven basic demands or viewpoints as starting point. The work must proceeds froceeds from the country situation, the system - engineering, rational distribution of industry ,to full use about superioriority and advantage of the port, to unify and coordinate the national communications and transportation with the international, natural calamity prevention and environment protection, city development and urban construction, etc.
It carries out the economic strategy of the hinterland which broadly speaking may be divided rougly in three fields; domestic, econottlic and inter land trade, external trade and overseas market, local city development. For example, Tianjin harbour carries out three strategy of its hinterland too. About domestic ;it is"Every province and region mutual cooperation and benefit ,help each other both the east and the west". About external,;t is "Go abroad to eastern world from the Bohal Sea, and. to western world through the yang-Guan(on the west of The Great Wall)". About Tianjin city, it is "the three objectives of the city development and to construct a new region along the seaside".
There are three parts of the summary of Tianjin harbour's master-plan.
Beyond the harbour, it is to strengthen the construction of the comprehensive transport systems, the railway, the highway, the shipping, the aviation and the pipeline. However, to construct the railway is urgent task from now on.
Within the harbour, five functions of the port must be developed. These are the energy port, the port of container. the industry port, the free trade port, passenger traffic and the tourism port. Meanwhile, to excarate the main channel, to create the land and to use the sea-water, as three basic constructjon, that must be continued advance.
The objection, when the 21st century, the TianJin city will be become a new bigger city from the old in the west to seashore on the east, and turn into the economic center in the north of China. The TianJin harbour will become a bigger port of 100 million ton and the bridgehead of the two modern Silk Road. From here to all over the world in high-speed. either by the mainland bridge of Asia to Europe or by the seaway of ocean. will be realized.
