Our foreign shipping industry have developed through excellent human resources, tax favors and the government sponsored shipbuilding program from 1960. Our government take a policy of rearing shipping industry from that time on. It will be change in the field of marine environments and the foreign shipping industry at twenty first centuries. I studied situation and problems of the vessel security to improve administration of national flags carrier company.
The methods of vessel securities are government sponsored shipbuilding program, import of somewhat used ship, and bareboat charter with nationality purchase.
The government sponsored shipbuilding program make a great contribution to domestic shipping industry. It is to building the ship by public finance and financial favors. The problems of government sponsored shipbuilding program are as follows: Firstly, it is not enough to support financial favors by government. This system have imposing a heavy interest now. So it was became weakened in capital at international competition. The financial deficit resulted in the problem that we can't supply Quantity of necessary ship sufficiently. Secondly, our government discriminate between national flag carrier company from foreign shipping company. It is complicated in administration process of government in Korea. The national flag carrier company must having complex process and excessive documents for election from application course to choice course. So the national flag carrier company have many difficulty in behavig many things because the company have to take complementary measures at vessel security timely.
The import of somewhat used ship developed our shipping industry from 1980. This system suppressed importing somewhat used ship by shipping industry rationalization from 1985, because this system got worse administration of shipping business. But we are short of national flag ship by degrees. So our shipping companies are necessary for the vessel security timely. The government imported 350,000 ton of somewhat used ship in 1991. We are necessary for the shipping company a little for security lump-sum.
The situation and problems of bareboat charter with nationality purchase are as follows: Firstly, the bareboat charter with nationality purchase acquire ship's nationality through bareboat charter. We imported somewhat used ship from 1970, but the government prohibited new import of somewhat used ship by shipping industry rationalization in 1985. The bareboat charter with nationality purchase is in better position than the government sponsored shipbuilding program on the interest rate, range of supporting by the government, and all of the loaning condition now, it will be make use of most shipping company than any others of the vessel security methods.
Our ability of foreign shipping scale occupy ten position of the world in shipping capacity at the present time. By the way, it is unreasonable that the vessel security be focusing on national flags ship is restricted in application of charter. The national flags shipping company can't promote international competition by the government, because this policy make difficulty in adapting on the changing market of the world.
To resolve these problems, we have to settle these things to improve our vessel security through these policies. These resolves are as follows: Firstly, our shipping company have to raise funds to realize vessel security. Secondly, our government have to assist with financial favors and tax favors to the foreign shipping company for the vessel security of national flags. Thirdly, we have to use the charter boat. Fourthly, we have to use the system of flags of convenience from now on.
