The purpose of this study is to suggest some policies regarding the qualificatory system for a builder in the construction of small scale building works to prevent the quality of them from deteriorating. This study conducted a survey of architects and civil servants and analyzed the advantages and disadvantages of the alternatives which prevent small scale building works from constructing with poor quality caused by participating non-qualified builders. Judging from the survey results, it was found that the scope of building work that can be constructed under the direct management of an owner should be restricted. Considering that buildings over three stories are regulated to check structural safety before construction, a certificated constructor should be participated in the construction of the buildings with three floors and more. Meanwhile, in order to protect a client or consumer from defective works, the constructor should submit a written contract and report a site manager's name to a administrative office at a ground-breaking stage. Moreover, the regulations related to quality, safety, and environmental management which applied to a contractor in a construction site should be also applied to the owner who constructs his own building personally.
