Luther's world was full of crises. Economic disasters, political instabilities, frequent wars, epidemic diseases struck countless people of the Europe. Many people fell into the level of extreme poverty. Luther's response to the social problems of that time was initiated by his conviction that faith alone by God's grace grants the security to live within the worldly insecurity. The reformer also appealed to religious and civil leaders to reform the structures of social welfare. The foremost task was to establish public school system. Medieval institutions such as monasteries and cathedral schools offered education to the limited classes of the society. Contrary to the contemporary culture, Luther strongly insisted education open to public and founding of schools and libraries run by town funds. He truly believed that education was the best way to bring the better society.
Luther rejected the medieval idea of charity as condition for salvation and undercut it with his idea of salvation based on sola gratia. Thus, for Luther, charity is not a good work that merits salvation but a act of faith in love. He saw that lack of honest economic policy boosted the gap between the haves and have-nots.Luther strongly attacked the usury and the dishonest commercial trade.Luther's chief response to the issue of poverty of that day was the provision of "common chest." The fund was raised from the people and stored in the chest. The welfare program supported thousands of the people in need. Since 1522 when the first common chest was instituted in Wittenberg, the very similar welfare programs were developed in the major cities of the Reformation and Scandinavia.Furthermore, his own home was often used as the center of shelter for the needy and the diseased.
Beyond simple charity acts, the reformation was the initiative movement that exemplified prototype of modern diakonia in order to respond contemporary social problems.
