The Purpose of this study is to estimate the substitution and enhancement effect between transportation and telecommunication. Constant Elasticity of Substitution Utility Function(CES) was used to estimate the two effects. The main results are as follows. Transportation had a greater effect on productivity of manufacturing industry than telecommunication. The substitution effect was greater in Sudokwon than the other regions. There was great substitution effect in the manufacture of paper and printing and the manufacture of fabricated metal, but small in the heavy and chemical manufacturing industry. The enhancement effect was nerely differences in Sudokwon and the other regions. There was great enhancement effect in the manufacture of paper and printing, the basic metal industry, and the manufacture of fabricated metal. The manufacturing industry had an increasing return to scale.
