Running parallel to the steady growth of the Korean economy since the early 1960s has been the continuous expansion of public sector investment in terms of function and scale. This increase in social overhead capital(belw SOC) has been influenced by the upward effects of both income growth and rapid urbanization.
This paper intends to analyze the situation of SOC in Korea, discuss the stock estimation method and estimate the increasing trend. The significance of SOC stock estimation in actual analysis related to policy study does not need to be reemphasized. This paper extends the study which estimates industrial capital stock in Korea to the SOC subsector by the national wealth survey in 1987 and recent investment data. Also this paper intends to develop the model for social overhead capital stock estimation. Starting from the review of various methods for sotck estimation such as benchmark-year method, polynomial benchmark-year method, etc., we develop altenative stock estimation method using national wealth survey data. It is very meaningful to reemphasize the importance of regional SOC stock estimation. We suggest eight possible ways to use regional SOC stock for national and regional planning.
