The main purpose of this paper is to review and analyze the problems and issues raised during the planning and construction process for transportation facilities in the five new towns around Seoul metropolitan area. Based on the analysis, the paper attempts to provide policy directions for the future development of new towns. To accomplish this objective, an intensive examination of the existing proposals and plans which are related with construction of the five new towns such as Bundang, Ilsan, Pyungchon, Sanbon, and Jungdong.
The results of the analysis indicate that poor design and location of transport network as well as incorrect travel demand forecasting in the new town plans have produced a serious traffic congestion on the roads which connect Seoul with each new town. The results also indicate that inappropriate provision of transport service for the new town residents, a lack of close relationship between land use and transportation, and inconsistent administrative and legal process have acted as an obstacle to establish better new communities with amenity.
The paper concludes that to cope with these negative aspects, planners and decision makers should take lessons from the experiences based on the planning and construction process of the five new towns. Planners and decision makers also try to introduce a new concept of public facility location and transport network design, to develop foreseeable travel forecasting techniques such as scenario writing, and to improve various administrative regulations shown in the planning process.
