This paper is an introduction to get ideas for building a Negotiation Model and developing Project Planning Techniques as a methodology to improve the quality of physical environment in urban development
There are two elements and three values at each step to established the Private-Public Cooperative Planning System in the Urban Development Project, Two elements are guidelines to control urban environment and incentives to faciliate urban development. Three values to reach equal partnership would be the publicity in planning, the fairness in negotiation, and the pursuit of public interest through the project. The Equilibrium Negotiation Model that is proposed by this paper should be structured by balancing the additional cost to keep the public guidelines and the economic incentives.
