Local and regional as well as national coastal management issues should attract public attention. Local and regional governments in coastal areas suffer serious coastal environmental problems caused by coastal urbanization and coastal industrial development. Building institutional arrangements for coastal management system at both local and regional level is a necessary condition for sustainable coastal development. However, current studies of coastal zone management have been limited to national-level technical and substantial interests while neglecting local and regional units of analyses.
This paper first discusses the current state of Korean coastal zone management and analyzes legal and organizational apparatus. By focusing on the Kyeongnam Provincial Government, the study also describes how regional coastal zone is managed. Integrated management of coastal zone is proposed as a tool for effective regional coastal management system.
By analyzing institutional fragmentation and lack of integrated management, the study points out institutional restraints local and provincial(regional) governments face in coastal zone management.
Inter-governmental and inter-agency relations are critical points in analyzing local and regional coastal zone management to coordinate different ideas and interests among local and regional governments.
This study recommends the establishment of regional coastal organization and coastal management committee while proposing to make regional coastal ordinance and coastal development planning.
