With the revolution of 1917 in Tsarist Russia, Marxist-Leninists attempted the transformation of the values of society through socialist planning principles. One objective is the removal of differences between town and countryside.
This paper is aimed to examine various aspects of soviet planning with regard to ideal and reality. In the process, Moscow Master Plan of 1935 was evaluated and reviewed.
It was found that some progress toward that particular objective in fact has been made. However, as expected, there are many questions than answered. In general, socialist city planning in soviet cities failed to achieve optimal population size for Moscow delineated in the Master Plans of 1935 and 1971. Green-belt zoned in large cities is encloached by industry and housing.
