This study is to make a comparative analysis of the historical changes of zonings in Germany. U.S.A. and Japan. The comparative elements are the formation backgrounds and changes of zonings in three nations. The results of this study can be summarized as followed.
Zoning was established first in Germany in 1890s as 'abgestufte Bauordnung' for the housing reform of lower income class. German zoning had clearly played its part in the time of USA zoning in 1910s but its purpose was differential building regulations for racial and class segregation. Japanese early zoning had been influenced deeply by Germany and USA.
It is found out that one of the most significant factors of zoning development is what classes need zoning. The power of zoning was invested with local government in both Germany and USA. While the former had been kept out by land owners on account of its housing reform idea, the latter was widely supported by the middle classes on the basis of the segregations of race and class. Japan has assumed the form of nationwide-uniform controls as the national projects of the central government. Because this type has to cover all cities in a nation the ranges of control levels would be necessarily loosened.
