The municipal projects to prevent the urban disasters would become simply unnecessary if the disasters do not actually occur. In order to increase the investment efficiency of such projects in this regard, it is required to identify the priorities in terms of the relative vulnerability of the disaster-prone places and items in the first place. In determining such priorities, every city should be rated in accordance with the same rating criteria. In Korea, nevertheless, the fundamental survey methods and checklists for the purpose have not yet been properly devised.
The field checklists usually differ across the countries since the physical-and non-physical factors that fabricate the urban structures are not identical due to the differences in natural environment, distribution of resources, and customs of the citiz ens in each country. Taking into account the cases of the Metropolitan Tokyo and Yokohama in Japan, this study proposes evaluative checklists applicable to the unique urban environment of Korea. The survey checklists proposed herein could properly rate the regional vulnerability of Korean urban districts and contribute to the efficient provision of preventive plans against the urban disasters.
