This study analyze variable factor of land use control and effect of factors in urban fringe, so it makes overtures to land use control & planning improvements for prevention injudicious development.
A case study is Koyang City neighboring the Seoul Metropolitan Region, and analysis of results are followings to effective urban fringe management for land use control & planning improvements.
1. To encourage developers in developing not quasi-agricultural zone but quasi-urban zone, reorganization of multiple zoning which is complicately divided in the zoning and the areas must be accomplished. Therefore, it improve the land use management and meet the land use demand.
2. With considering connection of cities, the land use system of an urban fringe should be converted into land use management of a wide areal planning.
3. It is necessary to unify urban planning area in the urban planning law and the zoning in the national land use and several related laws.
