The paper attempts to examine the inherent problems of the current selection criteria for the development acceleration zone. Some problems were identified as a result of our examination. First of all, the current criteria adopt some inappropriate indicators in evaluating the regional economic conditions. It is also pointed out that the current selection criteria are too general to both identify and select the underdeveloped regions which are really needed a special aid from the central government.
To solve the problems, some alternatives are suggested. First, local tax revenue per capita, instead of the self-finance ratio is adopted to represent the financial condition of local government. Also, the employment ratio of manufacturing and service industry is used as an indicator of regional industrial structure. Second, two more indicators are introduced except the existing five indicators to reflect the social, cultural and educational aspects in comparing the level of quality of life among regions. Those are the ratio of college graduates and the number of doctors per 1,000 population. Finally, a more strict standard is suggested in selecting the development acceleration zone.
