Due to revision of the Town planning and Zoning Act, each local-government is attempting to introduce landscape elements into administrative landscape policies to enhance identity of local communities. Although local governments have made efforts to include these issues, the existing policies are restricted to control the urban landscape of a narrow regions or small districts. Therefore considering a wide regional landscape policy is needed to promote regional identity. Based on the analysis of the Urban Landscape planning system undertaken by Japanese Municipalities. This study aimed to define the elements that are important to take into for improving the urban landscape planning policies and control methods conducted by local administrations in Korea. First, This study analyzed the data related to the urban landscape policy provided by the correspondent sections of 47 municipal governments in Japan. Later on this study undertook on-spot field survey in Iwate, Saitama and Nagano prefectures. The results of this study are ;
1. There is the need to build a management organization responsible of conducting a wider urban landscape policy and which would be able to function as a link body between the different municipal sections located in a regional area.
2. It is also important to enhance the awareness towards landscape and, to raise the knowledge concerning urban landscape planning in all the inhabitants. Therefore, we design a plan in which inhabitants are able to recognize its effectiveness through improving the residents participation system and discussion of urban topics.
3. It is more important to focus on developing particular programs suitable for local landscape than formulation of municipal regulations and ordinances.
4. Finally, we consider that a inhabitant agreement system should be incorporate to make residents take direct decisions and decide an operational system.
