The purpose of this study is to develop an optimal location model for obnoxious facilities in attempt to minimize the total social cost. So far, in most models concerning obnoxious facilities, transport cost is only considered. Recently, with more concerns with environmental quality the location decision of environmentally hazardous facilities have been often experienced serious conflicts with residents. An optimal location model is developed in the sense of considering transport costs as well as environmental costs simultaneously. The transport cost tends to increase while the environmental cost decrease as they are further from the facility. The model is derived from Koopmans and Beckmann’s quadratic location-allocation model. As a result, this model can be applied to a single obnoxious facility as well as more than one facility problem. The result of example study shows trade-off relationships between transport cost and environmental cost. Zones near CBD are selected as the optimal locations of obnoxious facilities when transport cost is relatively higher than environmental cost while suburban zones were selected in reverse case. The methods for calculating precise environmental cost and combining this model with GIS applications have to be developed.
