To determine the amount of government subsidies, we attempted to compare the income of bus transport with the cost of that transport in farming and fishing community. The income of the bus transport industry in farming and fishing communities showed a gradual decline due to factors such as alternative transportation and decreases in population. In view of this, it is natural for these bus transport companies to demand a raise in fares, as well as a subsidy from the government to reduce the deficit. This facts leads to conflicts between administrative agency, transport companies and civil groups. Therefore, it is more desirable to improve the current system and stabilize the industry by viewing government subsidies only as a alternative plan. And so, an efficient audit system must be established with desirable standards adequate to regional situations and traffic patterns. In conclusion, within the farming and fishing communities, a more efficient bus system is needed corresponding with regional properties and circumstances rather than the application of a formal predetermined financial system. To bring the present support system into accordance with conditions found within these communities, we will gradually pick up a subsidy bid system and a route bid system. This will ultimately improve the quality of transportation life for farmers and fisherman.
