    This paper investigates the effects of compact development on sustainability when the smart growth policy is implemented in the central part of Seoul with several varying conditions on development density, properties of mixed land-use and regulations on car use. More specifically, the paper seeks to answer the following three questions : 1) what would be the optimum land use density for Seoul ; 2) what would be the result of the density changes of residential and commercial areas under the new policies ; 3) how effective would the policies be when deterrent measures against car use such as congestion fee collection are applied along with the density change. The paper uses Seoul Congestion Management Model (SECOMM) developed for estimating traffic demand management impacts in Seoul Metropolitan region. The SECOMM assumes the two-steps of trip generation and trip distribution as given in a short term, and uses the combined procedure of integrating mode choice and trip assignment to analyse the effects of alternative policies. Using SECOMM the paper examines twelve alternative scenarios based on different combinations of land use density, level of mixed land use, and congestion fees on car drivers. The paper begins by exploring the issues of compact development in the context of smart growth framework for central Seoul. Important considerations are the range of options to achieve sustainable development, including the issues of land use density, mixed land use and the costs of car uses.
