It is necessary to secure an invariable level of the visual sense of opening from pedestrian standpoint considering the commercial districts that have many pedestrians showing up in downtown areas. It is also essential for urban management to understand the mechanism of building-height because it has influence on the value of lands, the formation of city skylines, etc. This study is written for the purpose of clarifying that what factors have affect on the Visual Blockage Ratio depending on building-height regulations. We make the Block-level Height Control an object of this study and make clear that the difference of opening-sense of Street Environment based on the way of building-height restriction through the Visual Blockage Measuring Model. And then a detailed analysis of a connection between the factors restricting building form and Visual Blockage Ratio has been made. The conclusions are as follows. Under the control of Diagonal Plane Control by Street Width. there are FAR, Building-height, BCR, Adjoined Road Condition of a Lot to affect Visual Blockage Ratio. Considering Diagonal Plane Control by Street Width which is control method to determine the height and form of building, especially the Adjoined Road Condition of a Lot is the most important factor. Visual Blockage Ratio of building has no connection with Adjoined Road Condition of a Lot under the Block-level Height Control(Building-height Regulations designed by Blocks), but on the other hand the FAR, Building-height, and BCR have considerably an effect on Visual Blockage Ratio.
