The purpose of this paper compares the context of the National Information Infrastructure(NIII) with that of Korean Information Infrastructure(kII), Then, this study describes the technical, cultural, economic and political issues related to the policy process of NIl and KII that need to be overcome by the United States and Korea, respectively. This international comparison among various institutions and actors serve as a conceptual basis for understanding the Information Infrastructure Policy of the two nations. It notes that similarities and differences already in existence between the U.S. and Korea could accentuated with new information infrastructure policy. These findings bear implications for understanding information society policies.
