The American planning system has evolved within a decentralized and fragmented political framework. Suburbanization continued to cross local jurisdictional boundaries. Metropolitan areas formed and developed. Transportation congestion and air pollution are interrelated and should be addressed on a regional level. Current regional (metropolitan) planning in the United States is the by-product of the intergovernmental planning coordination efforts of the U.S. Congress and other governments on regional issues. Regional planning generally has been performed by Metropolitan Planning Organizations (MPOs). With the introduction of the Intermodal Surface Transportation Efficiency Act (ISTEA) in 1991 and the Clean Air Act Amendments (CAAA) in 1990, the regional planning process has changed significantly. The major changes include the increased role of MPOs and the encouragement of citizen involvement during the planning process.
The purpose of this paper is to review the regional planning and coordination efforts of the Southern California Association of Governments (SCAG) associated with the recent changes in federal transportation and environmental laws. The regional planning process has become more collaborative and participatory due to enhanced cooperation between SCAG, state governments, other regional agencies, and local governments, and through an emphasis on region-wide public participation. The most successful achievement of SCAG is that it becomes more representative and accountable by increasing the number of regional council members actively participating in major decisions. The plan becomes more realistic by being financially constrained.
The most growth potential is found in the integrated planning process. The efficacy of regional planning is promoted by introducing visionary perspectives and alternative scenarios, and by integrating transportation and land use. In particular, the growth forecast and growth visioning can have the greatest potential role by providing a possible solution to regional transportation, air quality, and related regional issues.
The most improvement needed is in the role of SCAG in the regional planning and programming process. In order to effectively deal with the regional issues including coordination of land use and transportation, the role and function of SCAG should be expanded by subsequent federal and state initiatives.
