The military confrontation between RO Korea and DPR Korea for the last five decades has been a root cause of the prevention of exchange and cooperation between two Koreas. Recent efforts and achievements for building the cooperation could be considered very meaningful sign to create new community. However, these achievements are still limited to economic and cultural sectors. Cooperative activities in marine sector such as shipping, logistics and fisheries are classified into economic sector's ones.
The above-mentioned means that a building cooperation in marine environment and coastal management has very low priority. Awareness on building cooperation in marine environment and coastal management sectors, therefore, has not been shared by two Koreas' responsible authorities with a strong emphasis. This implies, however, hat outstanding sectors for the cooperation enhancement between two Koreas would be marine environment and coastal management. The realization of marine environmental cooperation is required to protect marine environment and habitats from land- and development based cooperation activities. Precautionary approach could not only contribute to the prevention of marine environment pollution and ecosystem degradation, and the additional expenditure for environment management of DPR Korea in the future.
This paper aims to develop the cooperative framework on marine environment and coastal management between two Koreas. Four approaches to establish the cooperative framework could be applied to formulate the framework, such as the incremental & iterative approach, the mutual understanding & trust enhancement, the harmonization & coordination with national policies on cooperation between two Koreas, and the building partnership with relevant international entities
