This study is expected to contribute to the development of measurement items for Korean tourism infrastructure, with responses from the foreign panelists gauging 'functional service' and responses from the visitor satisfaction survey used to evaluate emotional service'. Conducted in the months prior to the 2002 FIFA World Cup, this study asked foreigners to evaluate the service levels of Korean tourism infrastructure and suggest approaches for upgrading Korean tourism. In order to achieve these goals, each of the ten World Cup host cities were evaluated by a panel of foreign experts as well as through a visitor satisfaction survey distributed to international tourists. The ten host cities: Seoul, Incheon, Suwon, Daejeon, Jeonju, Gwangju, Daegu, Ulsan, Busan and Jeju, and their tourism-related infrastructure: airports, hotels, train stations, and bus terminals. Fundamental problems drawn from the data gathered in Seoul and nine other Korean urban areas were analyzed to provide alternatives for future development and plans for improvement.
