    Korea has been confronted with two difficult constitutional problems since 1987. The one is realization of representative democracy by political parties, and enhancement of participatory democracy by NGO is the other.
    Political parties based on the regional area could not produce politics based on the policy. Distrust on political parties and politics causes NGO to participate in politics. Participatory democracy challenges to representative democracy.
    The role of NGO could develop democracy by the people, but it could be conflicted with the role of political parties. Korean constitution expects representative democracy under the plural party system. Moreover, NGO could represent the people less legally than the congress.
    Therefore, it is necessary to harmonize the role of political parties with that of NGO. Representative democracy should be balanced with participatory democracy.
