This paper aims to examine the planning capacity of the road development projects financed by local governments. Ninety local governments are interviewed to collect the relevant data with the pre-designed questionnaire. The major findings are as follows;
Firstly, the survey reveals that the idea sources of the road development planning at the local government level are mainly originated from the inner-cycle of the local government organizations beside the professional consultants. However, the citizen participation for the project at the initial stage are limited due to the unavailability of the project finance in prior and relatively their poor knowledge of its technology.
Secondly, it also finds out the facts that the bigger sized projects tend to have more defined feasibility studies than the small. Because of the lack of qualified manpower at the local governments, the measurement of the tangible and quantitative impacts of the projects do not, however, well reflected to its feasibility studies made by the local researchers.
Thirdly, the citizen participation system at the planning stage has been relatively well operated through the informal contacts with the planners at the local level. The smaller projects have a propensity of higher participation than the bigger. It can be traced the causes that the small projects can be relatively easy to be implemented by the majors who might have a commitment in his election campaign.
