The purpose of this study is to investigate the qualities of native English instructors of university for the effective English education. A questionnaire with 32 items was designed and distributed to 312 university students taking an English class by native English instructors and 54 native English instructors teaching at university. The questionnaire consists of knowledge of English, skills related to teaching, students' understanding check and evaluation, the interaction skills and the personality and appearance of native English instructors. The results of the study showed that the students thought of the sincere answers to the students and the equal treatment of students as one of the most important qualities of native English instructors, while the native English instructors thought of the students' understanding check and the sincere answers to the students as one of the most important qualities. The findings also showed that both of them regarded knowledge of English as not much important. We need to understand the students' and native English instructors' thinking and improve the qualities of native English instructors for the effective English education. And more interests and education of native English instructors are needed to be set up.
