The term of "the Altaic Civilization" has been used among scholars who are out of office in korea since the "Exhibition of Altaic Civilization" was opened by National Central Museum twelve years ago.
But it has not been accepted as an official term among scholars who are in office. It is the same as in the case of Japan. But, Chinese scholars who do not want to use the word of "culture"have begun for ten years.
The object of this study is to settle "The Altaic Civilization" as an official academic term.
The terms such as, "Mesopotamian Civilization", "Egyptian Civilization", "Indus Civilization", and "Yellow River Civilization" are generally accepted among academic scholars. That these terms are settled as a academic terms are through the for example historical books such as Arnold J. Toynbee's A Study of History(total 12 volumes, 1934~1961), Mackind and Mother Earth : A Narrative History of the world(1976). We can say that historians like Arnold J. Toynbee have generalized them as academic terms by describing the beginning and development of the world history in the perspective settled on the idea of "the four great civilizations in the old ages"
What is the grounds of his argument on "the establishment of four great civilizations in the old ages?" the historic remains they throw out its evidences in establishing them are historic sites, architectures, letters, and bronze or iron wares, The main reason why they did not institute "Altai Civilization" as a great civilization as the same as Mesopotamian Civilization, etc, was that The Altai people did not have letters.
But We contend that the picture inscribed on rocks in the old ages which we can find out at Altai region performed its duty in place of letters, and we also argue that the picture inscribed on rocks in the old ages developed into letters, but we can not find out them because the things on which they were written had been disappeared. And we also insist that the picture inscribed on rocks did not develop into letters, because Altai people has different viewpoint of language with the other regions people.
We have another one to say with reference to the reason why they did not accept "Altai Civilization" as one of main civilizations in describing the world history. the full-scale archaeological study on Altai region was begun from the 1970's when Arnold. J. Toynbee had finished setting up his basement of describing world history.
But now we can accept "Altai Civilization" as one of main civilizations in the old ages as we have secured many history remains enough to claim that "Altai Civilization" can be one of main civilizations.
