In this thesis I examined the theoretical background of NGO and the activities and present situations of the foreign NGO, and then indicated the activation programs for the points at issue of NGO in Korea.
The newly created term of NGO has become a topic of conversation in the field of social science, politics and administration in our society entering upon the 21 th century. But there is a critical opinion that NGO does not have the exclusive responsibility organization.
In these days of local self-government as the participation and the interest of a community by the residents are on the rise, the organization system that controls the requirements of a community systematically is needed. During these processes of the above, the organization system named NGO appeared as an important doer.
In other words NGO is a nongovernmental organization system in which the local society residents participate mostly. So NGO regulates the various demands of the local society residents systematically carries out its role as an organized catalyst. The desirable cooperation between the local society and the local NGO becomes the foundations of the settlement of the local autonomy and the democracy development. The Korean NGO has several problems that must be solved.
They are as follows :
1. The point at issue for the members′ control of NGO itself.
2. The point at issue as a council organization among NGOs.
3. The management of the program like a department store.
4. The management centering around speech play.
5. The financial dependence from government.
The above points at issue appeared as the chief causes of hindrance interrupting the development of NGO. To resolve the above points at issue the plans for a activation of the Korean NGO activities were groped from the three sides : problems for NGO to solve, problems for the government to solve and the construction of network connecting with the government.
In conclusion it is the urgent problems to solve that NGO activities must become autonomous, democratic and activated. and the mutual relations among the self-regulation of the each field must be readjusted for the NGO development heading toward the future.
