This study aims to report and discuss the restructuring measures over the past years on city bus system in Daejeon, with much emphasis on the transition to 'semi-public bus system.' Public bus has long been observed not only in academia but in the real world. Daejeon, following Seoul, launched a new bus system in 2005, together with a mixture of reform policy tools. This paper summarizes the policy process of the new approaches and attempts an early evaluation from the viewpoints of the general bus users, bus companies, and city government. Various literatures along with government materials are reviewed at the outset of the study; an empirical survey targeting the citizens were also conducted in 2007 in order to assess the extent to which the new scheme has been effective. The analysis shows mixed results. While some measures such as the introduction of traffic card and free-transfer system received welcome from most respondents, neither the semi-public bus system nor bus route change appeared to be as effective as initially intented to. Additionally, City Hall's increasing financial burden is not the least concern.
