Empty category PRO cannot occur at the positions governed by INFL, or verbs, or prepositions. It is the subject position of the infinite clause that empty category PRO can occur. The reason why empty category PRO can occur at the subject position of the infinite clause is that this position is ungoverned. Empty category has the feature [+anaphor, +pronominal]. Therefore, empty category PRO is referred to as pronominal anaphor. Empty category PRO must satisfy both the Binding Condition A and B at the same time because it is pronominal anaphor. But it is impossible. And it is impossible to explain the reference of empty category PRO with the Binding Condition. Control theory was suggested to explain the reference of empty category to its antecedent. Control theory explains the reference of empty category PRO by means of the idiosyncracies of the control verbs, the construction of the infinite clauses, and pragmatic considerations. Control theory is not formalized overtly. It was specifically suggested only to explain the reference of empty category PRO. I think it more desirable that empty categories respectively should be explained in the same way that the corresponding lexical nouns is explained. Therefore, instead of the analysis of empty category PRO as pronominal anaphor, it was respectively analyzed as a pronomianl or an anaphor. It was suggested that Binding theory can explain the reference of empty category to its antecedent.
