Evaluating South Korea's FTA policy, this article points out four main problems in particular. First, the current policy is not the one that could maximize South Korea's practical economic benefits. Second, the policy does not include sufficient (domestic) compensation measures. Third, it pays little heed to the international affairs and security factors. Fourth, it may clash with superior diplomatic goals, such as development of the (North) East Asian regionalism. In order to solve these problems, this article argues that the Korean government should promote the FTA policy based on the following two principles: One is the principle of the "two-level game approach," and the other is the principle of "sequencing and pacing."
These principles again suggest the four criteria that dictate to which countries, and under what conditions the Korean government should approach first to conclude an FTA. The priority should be given to the FTA which guarantees such economic benefits as enlarging market access and promoting structural adjustment, which causes less social conflicts, which makes little trouble in the area of security and international affairs, and which harmonizes with other foreign policies and higher diplomatic goals. Bowing to these criteria, it would be desirable for South Korea to make an FTA with the ASEAN countries first, China and Japan, then the EU, and lastly, the U.S.
