This paper aims at analyzing the current Korea-China relations and suggesting policy recommendations for the future of Korea-China relations. Korea-China relations, since its diplomatic normalization in 1992, have been increasingly developed in many aspects -economic, social, cultural, and even diplomatic and strategic aspects.
The current Korea-China relations can be characterized by the following elements: 1)new comprehensive cooperative partnership; 2)enhanced economic cooperative relationship; 3)diplomatic and security cooperation for the stability in Northeast Asia; and 4)future partner for East Asian Community Building.
Above all, Korea-China cooperative partnership has been enhanced due largely to China's active role and participation in the so-called "Six-Party Talks" to deal with the North Korean nuclear issue. During the last several years, China has played a 'major' role, much stronger role than previously a simple 'constructive' role, to deal with North Korea. Owing largely to China's positive efforts to handle the North Korean nuclear issue, six parties have agreed on several points including the dismantlement of the North Korean nuclear program in the joint communique of the 4th Six-Party Talks, which was held in Beijing on September 19, 2005. However, the future of the talks remains uncertain largely because it has severe problems to solve including nuclear reactor, verification, U.S.-North Korea diplomatic normalization, and energy Issues.
Despite the rapid development of the relationship between the two countries, Korea and China have several pending issues to deal with: the Goguryo history and North Korean refugees in China. In particular, the issue of North Korean refugees in China is not only a bilateral one between Korea and China, but also an international one mainly because many international actors - governmental, non-governmental and transnational actors-starting seeing it as "human security" issue.
This paper suggests some policy recommendations. First, only China's 'peaceful' rise would contribute to the stability and peace in East Asia. Second, the development of U.S.-Korea alliance relationship would not be a stymie for the future relationship between Korea and China. Third, Korea will continue to sustain its 'one-China policy' and support the peaceful settlement of the Taiwan issue. Fourth, Korea and China should make efforts to build East Asian security community. Finally, the future of North Korea will depend on whether it will transform its system into a democratic and market-oriented one in the long run. In doing this, Korea and China have to closely cooperate with each other.
