There is no doubt that it is top priority for Korea to foster high-level manpower for science and technology for the 21st century. In this paper, several collaborative ideas among universities, industries and research institutes are proposed. They are the united graduate university for advanced studies, the consortium for collaborative research for science and technology, the fellowship program for exchange of excellent researchers, and the industrial extension service center.
