With a continuous economic growth for several decades in Korea, the auto-ownership has increased very rapidly until recently. Because of relatively insufficient supply of parking spaces, however, the residential areas are full of illegally parked cars and under severe negative externalities such as traffic accident and excessive occupancy of public spaces. To solve the problem, the government had made numerous efforts, for the last 10 more years, to introduce garage identification system (GIS) requiring a parking space to own a car, but in vain. The purpose of this study is to set up the implementation plan and to estimate the expected impacts when the Seoul city introduces GIS. The study proposes that the GIS be introduced incrementally along 4 steps, considering the car buyer's or company's wealth and the level of responsibility requested from the society. The first affected groups may include the buyers of over 3000cc cars, public offices, and RPPP registered vehicle owners who receive diverse benefits from the public.
