In Korea public arts does not free themselves from the concept "decoration for buildings". This concept of public art has restricted the development of Korean public arts for 22 years. I would like to figure out the cause and suggest several solutions to revise the percent for art ordinance that gives the legal basis for public arts.
The content consist of five chapters: (1) development of the concept of public arts and the percent for art scheme in the foreign countries, (2) history and the present status of the percent for art scheme in Korea, (3) comparison with the foreign and Korean percent for art scheme, (4) suggestions to revise percent for art scheme.
The concept of public art has developed through 4 steps: (1) art in architecture, (2) art in public places, (3) art in urban design, (4) new genre public arts. The conceptual changes reflect the paradigm shift of the cultural development from 'democratization of culture' to 'cultural democracy'. Such conceptual changes had caused the institutional alteration of the percent for art schemes.
The percent for art scheme in Korea was introduced in 1982. The scheme has been based on the concept "decoration for buildings" until now. This conceptual limitation has been the major obstacles to broaden the potential power of public arts in Korea. The annual expenses through the percent for art scheme reaches 50 billion won per year. However this scheme never help to increase the incomes of artists and the amenity of urban civic life.
In comparison with the percent for art schemes in foreign countries, Korean scheme has two peculiarities: (1) the concept of public art is restricted to the decoration for buildings, (2) the scheme has been applied obligatorily to the buildings in the private sector rather than ones in the public sector. Such institutional differences had given Korean public arts many problems -lack of harmony between public arts and architectural environments, the illegal rebates, the unjust and unfair examination of the regional committees etc.
In order to ensure the development of public arts in Korea, it is necessary to revise the legal basis for public arts - the percent for art scheme. I would like to suggest several solutions: (1) to alter the legal terms of the scheme from "decoration for buildings" to "public arts", (2) to increase the portion of the public sector and to introduce the pooling system, (3) to make all the information related to the scheme public (4) to create the public arts support programs in the National Foundation of Arts in order to promote the experiments in the public arts-for examples, new genre public arts.
