In the periods of Soviet rule, Russian civil society was subordinated to the formal party?state structure, but eruption of the 'informal groups' during the era of Perestroika by the last secretary of the CPSU, Mikhail Gorbachev has changed the facades of the soviet civil society fundamentally. At the same time, evaluation on the phenomenon in those days and foreseeing on the future development of Russian civil society was affectable and very optimistic among the scholars. However, russian citizen's organized and independent action was decreased as time goes by after mid 1990s, and as a result of that processing, lots of critics' viewpoints begin to turned to pessimistic on the prospects of civil society in Russia. Nevertheless of the 2000s' negative aspects of civil society, Russian civil society presents evolution in the process of development in the long term periods, and the development of Russian NGOs also shows the advancement in their activities than the early 1990s. Russian NGOs are actively participated in various areas, like human rights, environments, anti-war·peace·assisting veterans·refugees, women etcs., and those many parts of the areas reflecting the uniqueness of the transition in system in Russia. Under the Putin administration, NGOs are encouraged to acting in accordance with the guideline of the government and the policy, and the institutionalization of procedure for NGO's formal registration also tightened more than the period of the president, Yeltsin. Conclusionally, although Russian NGOs in early 2000s are weak in the aspects of fund, capturing membership, and influence to the government's policies, furthermore western support for grassroots organizationshas a great role in the face of Russian civic activism, the sphere of Russian civil society growing in the long term viewpoints because it has a great potentiality in process of transition of system.
